Who should I see for breast pain at 17?

I'm 17 years old and a bra size 34F. I've been having persistent breast pain for about four months. I first went and saw my pediatrician who did a breast exam and said I have fibrocystic breast disease, which runs in my family. She put me on 1100 mg of naproxen sodium, and I'm still in pain. Two weeks later I was having shooting pains down my arms and in tears on several occasions from the pain, so they sent me to Vanderbilt breast center in Nashville, TN where I saw a "specialist", nurse practitioner. She said I have very "nodular and glandular" breast tissue and do not have fibrocystic breasts. She also ordered an ultrasound which showed no cancer. She told me that she couldn't do a mammogram on me because my dense breast tissue wouldn't show up properly. I am put in more pain from contact with pressure as well as from under-wire in bras. It's extremely hard to find supportive bras without under-wire in my size and the pressure from sports bras in unbearable. We've been trying to get in contact with my pediatrician for about a month with no response. I'm discouraged and my parents and I don't know who to turn to. Please help if you can!
